Rea Vaya Development project

Description of the project

REA VAYA 'we are going' This development project is situated in the Gauteng province, and it offers fast, safe and affordable public transport on improving the environment and creating jobs. The people of Johannesburg are also involved in this prestigious project. An agreement was signed on the 4th of June 2010 between the City of Johannesburg and representatives of the Taxi operator associations, to ensure there was no conflict between REA VAYA bus drivers and Taxi operators.
The bus perating Company is being set up with a number of important stakeholders, in particular the taxi operators, and negotiations are still going on with the affected taxi drivers, encouraging them to become shareholders in the company. This Special Purpose Vehicle, which provides bus operating, maintenance and security services, is 100 percent owned by a trust and its beneficiaries are the taxi operators affected by the developments of Phase1A.

Once the fully fledged Bus Operating Company takes over, it will own and run the buses. The City of Johannesburg will determine the running schedule, run the marketing campaigns, and maintain the stations and routes.

The contract is likely to run for a 12-year period.

Buses will be operated on a concession basis, opening up new business opportunities for bus and taxi operators. The City of Johannesburg will guarantee a minimum income to the Bus Operating Company.
The business model has four components:
  • An institutional regulatory environment in which privately concessioned companies operate the system with strong public oversight;
  • An operator bidding process that encourages competition for the market, but limits competition within the market;
  • Operator compensation based on vehicle kilometres travelled rather than number of passengers; and
  • An independently concessioned fare collection system that distributes revenues in a wholly transparent manner.


  • Why is this development important?

  • A crucial element of the Rea Vaya project is the reduction of public transport carbon footprint. More than 300 minibus Taxi operators have agreed to become shareholders in a Bus operating company. As the taxi owners have agreed to this development project this will also create more job opportunities and economic development. This is a true development project because it is constructed to reduce traffic congestion in the city of Johannesburg, in addition it is built for the members of society to travel to work and school in safe, reliable and comfortable transport which travels faster when comparing to other forms of transportation, also, it formed part of the park and ride transport system used to load soccer fans to and from the soccer stadiums during the 2010 FIFA soccer world cup hosted in South Africa. This system was a traffic congestion defence mechanism as it was put in place to get the soccer fans to the stadiums on time and safely. Lastly this project will serve as a tourist attraction to the city of gold (Johannesburg) including other aspects in contribution to the growth of the economy of the country.
    this is a the new transport system that is being introduced in South Africa, at the moment it is only situated in Gauteng but the owners are planning to expanding it to the whole of South Africa. this type of transport is one of the cheap and affordable transport systems in south Africa
    it is development because it has provided more job opportunities in South Africa and it will enable the citizens to travel where ever they want to go without worrying about the cost. this type of transport has an effect in our environment because it will reduce traffic congestion in the roads.

  • The REA VAYA bus transport system is a newly established safe,reliable and affordable mode of transport ,it is currently functioning in the Gauteng province but it is set to expand to other parts of the country in later years. This is a development project because it is developing our transport routes and making it easier to get to our destinations. Throughout its construction roads and other infrastructure along the REA VAYA routes are being renovated as well, this in turn will decrease traffic congestion and our cities will be made beautiful. I agree that this project is underpinned by classical marxism as in the fast approaching future REA VAYA will increase economic growth.
  • What development theory underpins this project?

  • The development project theory that underpins this project is classical marxism and modernisation theory.
  • It is underpned by classical marxism because this theory involves economic growth, industrialization, urbanisation, increase complexity of society as well as sustainable development theory that functions to protect the natural environment. Its diversity of approaches to sustainable development includes market-led and public entity interventions while some approaches involve putting environmental protection and reducing consumption at the core of their policies. REA VAYA transport systems does improve economic growth in the country. It is a City project aimed providing better public transport, reducing congestion on public roads, a network of bus routes across Johannesburg. REA VAYA... are you?The development project theory that underpins the Public transport system is classical Marxism, the project is a governmental project which is aimed at developing the economy, industrializing, urbanising the country. The transport system is located mainly in townships from cities, which means it is for midhfgtydle and lower class citizens, it is cheaper, sufficient and reducing congestion on road.
    This project has reduced the carbon emissions and traffic congestion that were leading to accidents and lack of time management. people are now able to get to point B on time.The use of REA VAYA transport system has truly made life easier for more people and hopefully this project can be expanded country wide so that everyone within our country can experience the easy transport system that is within our country.
    To create a community aware of , and committed to a core set of values so that all road and public transport users can travel in safety. Improved access and reduced traveling times for our residents to their work place, educational institution, recreation facilities and markets, by implementing innovative public transport system which is aligned with city’s spatial development frame work and is safe affordable convenient and comfortable to develop and maintain quality and environmentally friendly road, traffic signaling. Environmentally sustainable, transport infrastructure and system which include the promotion of public transport and non motorist transport choices. A transformed transport industry which is customer focused and maximises broad based black economic empowerment , which leads to an economic growth. An efficient transport to position Johannesburg as a ‘gateway city’ to national and international markets. The state is the key actor of this project. The centre of invention draws from economic growth theory. It is a macro level because it makes the lives of the people in the country better by providing better transport services and at very low prices. People arrive more earlier at wok and schools. It has a positive impact on economic growth and also reduces traffic congestion in the roads. It is safe and comfortable for citizens of the country.
    it is also underpined by modernisation theory because modernisation focusses on factors with the initial intention of bringing development in a country, Rea Vaya can can be seen as an attempt
    to identify the social variables which contribute to development and better service provision to the people , in this instance transport. The theory
    can be related to the Rea Vaya initiative as it has brought rapid change and has created job opportunities because it is an investment in infrastructure. Modernisation theory that underpins this development project was understood to be something that would be the duty of the government and not by individuals; those that had little economic or political power- the youth in particular,it has also brought about a huge advantage not only for the youth but for the nation at large. Children are a resource to be invested in, modernising theories have brought with them schools that would provide the youth with knowledge and skills to participate productively in the economy and to develop technologies that would improve the health of the future public transport users can travel in safety. It is environmentally sustainable .Rea vaya is customer focused. It is also maximizes broad based black economic empowerment. Improved access and reduced travelling times for our residents, to their work place, educational institution, recreation facilities and markets.

    The transport sector now has a safe and new well equiped means of transportation for the country.This is the Modernization theory reason being the project is for bettering our national infrastructure as the routes of ReaVaya have been under construction to widen the roads so we can avoid traffic congestion and the development is having it is own road. Making the destination of the society to be reachable without complications and waste of time, providing commuters or passengers from the society with a better, safe and affordable transportation. The development is estlablished by the government for the state with the help from potential investors , the project is having the positive impact in the country`s economy growth and the citizens are utilising modern infrastructure at the affordable price
  • This REA VAYA project is a modern theory of developing a better use of transport and road services by constructing new better transports and reconstruction of roads.This has changed our country to be a better country that is more developed and technically developed one.The project still continue as the use of technology changes every day and there are now few accidents events occuring also the traffic congestions does not occur more often.The project is very profitable to the country as the project includes everyone economically because the country will safe more money to generate the fuels as more people will be using one transport system.

    youth healthy. The Rea Vaya transport project benefits the youth because it offers safe,comfortable and affordably cheap transport to the children.

It is safe for children to utilise the Reavaya buses because they are insured by the government and they are been monitored in most cases if their road worthy and safe to transport people and drivers are having licences. The children can be punctual at schools and other areas they need to go to because the Reavaya buses saves time and having it is own road with no traffic to go into, so it is very beneficial to children with affordable prices and safety guaranteed. It has created many jobs for the youth and is going to continue delivering to the the community since it is an ongoing project. It is 40% cheap compared to the taxi fair so that it could benefit and accommodate every needy person even the youth.

    The disadvantages of the transport system is that it is only allocated at specific roads, making it difficult for other people to get their on time, especially the disabled
  • and old.The disadvantages are that in Soweto there are many children who are crossing the street at all times unaware of the bus as in most cases the bus does not stop when it robots to turn it just turns , and many children dont know which bus to take when they are going home.It poses a threat to businesses that were already there. For example taxis, other bus companies like metro, buscor, etc. Too much money was invested in them and they are not used by many people. The buses do not operate on Sundays so if you want to travel somewhere on a Sunday you would have to use alternative transport.
  • These buses do not go to certain places so this puts strain on people who do not have access to them. They have specific times set for departure and arrival at certain places, therefore if one is in a hurry and the time of arrival at that certain place has not arrived this will result in them being late, unlike taxis where one only has to wait for it to fill up and leaves at any time.

    this mans have started a plantation of vergitables in soweto diepkloof in a high school called fons lumini secondary school one of them told that they got a motivation from the young entrepreneur project held at the diepkloof centre.
